Dear Fellow Stockholder:

2024 was a transformational year for Texas Community Bancshares and Broadstreet Bank and the forward momentum is gaining traction. I am excited to share some of our accomplishments for the year. We were able to rebalance a good portion of the Banks’ balance sheet, resulting in a loss for the year but positioning us much better for either a rates up or rates down environment. We made many upgrades in technology to improve our ability to compete and we were able to find savings in operating expenses to offset the cost of these much-needed upgrades. We were able to add to our branch network a new branch that is already self-supporting, as well as key staff members in the areas of accounting, HR, and compliance. Additionally, the Bank was named one of “The best banks to work for” by American Banker Magazine.

We continue to analyze our processes to look for efficiencies that will improve customer service. We are focused on strategies to mitigate interest rate risk and to be successful in a rates up or rates down environment. Our asset quality remains strong and we have improved our credit monitoring practices.

The Board of Directors, Senior Management Team, and our staff invite you to join us at the 4 th annual meeting of stockholders at the Bank’s main office, located at 215 West Broad Street, Mineola, Texas, at 10:00 a.m. Central time, on Tuesday, May 20 th, 2025. The notice of annual meeting and the proxy statement appearing on the following pages describe the formal business to be transacted at the meeting.

It is important that your shares are represented at this meeting, regardless of the number of shares you own. To ensure your shares are represented, we urge you to vote promptly by completing and mailing the enclosed proxy card or by voting via the Internet. Internet voting instructions appear on the enclosed proxy card.

Sincerely,

Jason Sobel
